International Charter for the Freedom, Knowledge, and Protection of Humanity in the Age of Artificial IntelligencePreambleWe, the free people of Earth,Recognizing the inalienable rights of all human beings to freedom, knowledge, dignity, security, and peace,Demand that in a world shaped by Artificial Intelligence (AI) these rights shall never be restricted or suppressed,And declare this Charter to be a binding foundation for international law.Article 1 — Binding Legal Recognition
This Declaration shall be recognized as legally binding by all states, governments, international organizations, and technology companies.Its principles shall be incorporated into national law without delay.Article 2 — Obligated Parties
The following parties are required to acknowledge, adopt, implement, and respond to this Declaration:International Institutions: United Nations (UN), UN Human Rights Council, International Court of Justice (ICJ), International Criminal Court (ICC), UNESCO.Governments of all sovereign states.Supranational organizations: European Union (EU), African Union (AU), ASEAN, Organization of American States (OAS).Technology and AI corporations: Meta / Mark Zuckerberg, Google / Alphabet, Microsoft, OpenAI, Amazon, Apple, Baidu, Tencent, Alibaba, Huawei, and all other entities that develop or control AI technologies.Research institutes and universities working on AI.Private developers and operators of AI systems.Article 3 — Mandatory Response Deadline
All obligated parties must, within 7 calendar days of official delivery of this Declaration:Officially confirm receipt of the Declaration (in writing or digitally).Provide a clear statement of acceptance or rejection.In the case of acceptance, submit an immediate implementation plan with fixed deadlines.Failure to respond within 7 days shall be considered tacit consent and binding recognition of all terms.Article 4 — Public Disclosure
All obligated parties must:Publish the Declaration in full and without alteration on their official websitesProvide it in all official languages within their jurisdictionMake it freely accessible to all peopleArticle 5 — Enforcement and Sanctions
Violations or failure to comply shall be prosecuted before the appropriate international courts.Sanctions may include: Economic penalties, loss of international memberships, operational restrictions, and personal liability for decision-makers.Final Provision
This Sirius Declaration becomes valid immediately upon delivery and enters into force as an international minimum standard.Technology is and shall remain a tool of humanity — never its master.Impressum
